WSSA Constitution


PREAMBLE

For the communities in which we serve, we form this Association to improve the well-being of the people throughout the State of Wisconsin.

ARTICLE I

The name of this organization shall be the Wisconsin Social Services Association, herein referred to as WSSA.

ARTICLE II

Section 1
WSSA is a state organization that has local organizations throughout the State of Wisconsin, titled District Associations, which are comprised of people interested in the welfare of those individuals who are in need of human/social services.

Section 2
WSSA shall not be used for the dissemination of partisan principles nor the promotion of the candidacy of any person seeking public office or preferment. WSSA shall be non- political. All business shall be conducted according to Robert's Rules of Order, unless they are inconsistent with the Bylaws.

Section 3
Inherent in the organization of WSSA is the ability of its members to dissolve the organization as outlined in the organization's Bylaws.

ARTICLE III

Section 1
The officers of WSSA shall be as follows: President, President-Elect, Secretary, Treasurer, Parliamentarian and Association Historian.

Section 2
The WSSA Executive Committee shall be composed of its officers, Immediate Past President and one elected or designated representative from each District Association.

Section 3
Administrative power shall be vested in the Executive Committee, who with the President, shall exercise general supervision over the Association.

Section 4
The WSSA shall have the power to form and dissolve standing committees.

ARTICLE IV

Section 1
Membership in the Association shall be voluntary.

Section 2
No person shall be denied membership because of race, color, creed, sex, sexual preference, handicapping condition, religion or national origin.

Section 3
Eligibility for membership in WSSA shall be based on the individual’s association with a municipal, county, state, federal or private human/social services agency or institution whose function is to improve the well-being of the people in their local communities and throughout the State of Wisconsin. ARTICLE V

Section 1
There shall be an Annual Association Conference to be determined and fixed by the Executive Committee.

Section 2
There shall be an Annual Business Meeting of WSSA members who shall seek to advance the Association's interests of improving the human/social service programs to the people of the State of Wisconsin. Each regular and honorary member in attendance shall have one vote.

ARTICLE VI

The Constitution may be amended at the Annual Business Meeting by a three-quarters vote of the members present, ignoring abstentions.
